Taiwan’s Executive Yuan has signed a Memorandum of Understanding (MOU) with India to facilitate the hiring of Indian migrant workers. The MOU states that Taiwan will determine the sectors and numbers for employment, while India will recruit and train the workers according to regulations. Contrary to online rumors, the plan does not involve the introduction of 100,000 Indian workers. The signing ceremony occurred online between the Taipei Economic and Cultural Center in India and the India-Taipei Association. Taiwan’s Ministry of Labor will submit the MOU to the Legislative Yuan for record and will hold meetings with Indian counterparts to discuss further details. Once all preparations are completed, India will be recognized as a new source of migrant labor, allowing employers to hire based on individual demand. This move is part of Taiwan’s efforts to address issues such as an aging population, decreased birth rate, and labor shortages by developing new sources of migrant labor.

Taiwan’s Premier Chen Chien-jen has approved a subsidy plan for university students, providing NT＄5,000 per semester for on-campus students and NT＄7,000 per semester for disadvantaged students. The plan, discussed in a joint meeting between the Ministry of Education and the Ministry of the Interior, will be implemented starting in February 2024. Originally, the plan called for monthly payments, but it was decided that a per-semester scheme would be more appropriate. The subsidies will be adjusted to a standard NT＄5,000 per semester, with an additional NT＄2,000 for disadvantaged students, and will become routine remittances. The cost of the plan is projected to be nearly NT＄2.8 billion annually, paid from the Ministry of the Interior’s housing fund. Approximately 275,000 university students are expected to benefit from this plan, pending ratification at the upcoming Executive Yuan meeting. Premier Chen emphasized that the government is strategically committed to enhancing support and well-being for the nation’s university students.

The ＂Pension Contribution During Mandatory Military Service Act＂ was passed by Taiwan’s Legislative Yuan, requiring a 6% monthly pension deduction from servicemen’s salaries starting January 1, 2024. The law mandates that the hosting organization deducts this percentage from each serviceman’s wages and allowances, with the funds being deposited into personal pension accounts established by the Labor Insurance Bureau of the Ministry of Labor. Upon retirement from the military, individuals can participate in pension systems across various sectors. The Executive Yuan also approved a plan to strengthen and recalibrate the national defense force structure in 2022, including lengthening the military service term for men born after 2005 to one year starting from January 1, 2023. The Ministry of National Defense sees this act as treating military service as part of one’s personal career.

Taiwan’s Executive Yuan has approved a five-year plan to enhance care services for the physically and mentally challenged. The plan involves investing over NT$48 billion to expand community care and day-care centers, as well as raising the minimum wage of service personnel to NT$37,700.

The Executive Yuan has approved a plan to provide financial support to night and graveyard shift nurses in Taiwan. The subsidies for different shifts will range from NT$400 to NT$600 for ＂night shifts＂ and NT$600 to NT$1,000 for ＂graveyard shifts.＂
